Is anyone actually saying no?

A strategy with no no's is a wish list. If every quarter adds goals and none get cut, your OKRs are tracking overload, not progress.

Are OKRs a waste of time?
No. OKRs are a good way to measure progress once you have a strategy worth measuring. The mistake is reaching for them when the strategy itself is broken. A green dashboard on a bad strategy just documents your failure in higher resolution. Diagnose the strategy first, then measure it.
Why are all our OKRs green while growth is flat?
